I once came across an officer who had randomly stopped me as me and two friends were simply walking to our home. The officer quickly drove in front of us and told us to place our hands on the car. Being that we had done nothing wrong we questioned him as they began to check us with no sufficient reason. We questioned him on his reasoning behind it. His response was nothing much but because we lived in a community surrounded by gangs and violence and to them they have to suspect that everyone has bad intentions.In 1982, criminologists James Q. Wilson and George Kelling argued that disorder in a neighborhood – whether it is vandalism, dilapidated buildings, or litter – may lead to further disorder and a breakdown of social control. Accordingly, in order to decrease disorder and regain social control, officers should “focus resources on cracking down on community disorder and minor crimes before they cause serious crime problems to arise in a neighborhood.” In 2011, 94 per 1000 residents were stopped and frisked, many of which were without reasonable cause. Three fourths of those who had been stopped were African American.
